There currently isn't an option to change these default settings. When
creating a new VM in virt-manager, you can choose 'Configure before
install' at the end of the wizard, this will let you tweak the keymap
setting by adding and removing the graphics device, but caching value
isn't exposed yet.

With newer qemu, the host and guest should essentially auto-negotiate
the host keymap, so you keyboard should just work.
