I reproduced this error.

If 'wiki' is not writable by the user running virt-tar (or, more
precisely, the disk image backing the 'wiki' libvirt domain is not
writable), then you will see this error.  The disk image might not be
writable because it's on root-squashed NFS or because of SELinux.

If the image is writable, then the virt-tar commands works for me.

If you think the image is writable and still see this error, please
try exporting LIBGUESTFS_DEBUG=1 before running virt-tar, then attach
the complete output:
