Yeah, virt-manager on Windows isn't all that workable yet.  One Community member, Matthias Bolte, is a skilled good coder and has managed to patch it enough to be functional for his needs.  Even then though, the VNC side of things is still apparently not real workable.

On the other hand, using virt-manager from a local Linux desktop, to connect to remote servers, works well and is commonly done/supported.
