I can't reproduce your issue.  The related device configuration I'm
using is:

    <input type='tablet' bus='usb'>
      <alias name='input0'/>
    </input>
    <input type='mouse' bus='ps2'/>
    <graphics type='vnc' autoport='yes'/>

Do you see the issue using a different viewer?  E.g. virt-viewer or
vncviewer?
