With the suggested options (python setup.py install --prefix /usr --install-lib  /usr/lib/python2.7/dist-packages), the  error (No module named virtinst) went away.

I think you need to do

python setup.py install --prefix /usr --install-lib
/usr/lib/python2.7/dist-packages

And it will just work. But that last command shows you are importing virtinst
fine, so not sure why running virt-install was failing.
