As far as I can determine, the problem with the Maven client here is that it
omits completely untranslated PO files, rather than creating them with empty
msgstr values (skeleton PO files as per msginit).  The fact that it doesn't can
be confusing, and it would also make offline translation more difficult than it
needs to be.

We should add an option to do this, or perhaps do it by default, and add an
option to turn it off.
