Description of problem:
When signed into Zanata, the list of locales is not visible on a project
version page. The list is visible when not signed in.
When checking the 'Show all Locales' box, a loading graphic appears for several
minutes, before an 'Internal Server Error' page is presented.

Steps to Reproduce:
1. Visit a project version page, such as
https://translate.zanata.org/zanata/iteration/view/fedora-installation-guide/f17
2. Check the 'Show all Locales' box
Actual results:
An error page stating the following:
"Internal Server Error
The server encountered an internal error or misconfiguration and was unable to
complete your request.
Please contact the server administrator, it-ops-root at redhat.com and inform them
of the time the error occurred, and anything you might have done that may have
caused the error.
More information about this error may be available in the server error log."
Expected results:
A list of all locales, which I can then browse.
Additional info: A slightly different, language-specific URL does grant access
to a list of files while signed in:
