Description of problem:
Maintainers and Administrators can add versions to read-only projects though
the web interface, and Administrators can add versions to obsolete projects
through the web interface.

Version-Release number of selected component (if applicable):
1.5-SNAPSHOT

How reproducible:
Always

Steps to Reproduce:
1.Sign in as admin
2.Mark a project as read-only or obsolete
3.Add a version to the project

Actual results:
Version can be added

Expected results:
Version cannot be added to a read-only or obsolete project

Additional info:
This can only be done through the web interface - versions cannot be added
through the REST interface for non-active projects.
