Note that we have bug 729522 for the locale code problem, but I don't think
we'll be applying locale grouping to this REST interface, at least initially. 
I would recommend that the client just ignores the country code if it's not
significant, thus treating es-ES the same as es.  "Spanish" shouldn't be
appearing as a locale code.
