Description of problem:
Today, I was trying to pull translations to test new zanata 1.6.1 and found
that all the po files having following lines which were not present in initial
submission or upstream repository code.
msgctxt ""

zanata python client version: 1.3.7, zanata server API version: 1.6.0

Why those lines get added whereas its not available in original po files?

Expected results:
msgctxt lines should not be added for projects which are not using it.
