Not all locales show in the drop-down list on the Language Management page, but
it might make a good RFE.

We get our language names from ICU4J, which apparently gets locale data from
CLDR.  They mustn't have hne yet.  However, it should still work in Zanata for
translation, joining the language team etc, it just won't have a name until it
is added to ICU.
