The participants list shows multipe entries for same user, in this case the
user ccheng is being listed 8 times for the same file/project. 

Reproducible: Always

Steps to Reproduce:
1. Open URL provided (RHEV tech_ref_guide for zh-Hant)
2. Open any document
3. See participants list
Actual Results:  
Users - current and past - listed multiple times.

Expected Results:  
Only current users should be listed
