Example broken TMX file

Description of problem:
Exporting a project to TMX, when it has no translations, creates a file that is
truncated / ends at the <body> opening tag.

Version-Release number of selected component (if applicable):
Dev

How reproducible:
Moderate, seems always

Steps to Reproduce:
1. Create a new instance, clean database
2. Add a project with an untranslated source
3. Go to Projects -> this project
4. Click Export Project to TMX
5. Click OK
6. Open the downloaded file in browser/editor

Actual results:
File ends at <body>

Expected results:
File should have </body></tmx>
