Description of problem:
New users are not able to submit any translations to Zanata until they have
joined a language team. Joining requires some activity from an admin or
language team coordinator, and can potentially take more than 24 hours, which
is discouraging to people who have just learned about Zanata and want to have a
quick look at its features.
Steps to Reproduce:
1. Sign up and sign in for the first time
2. Try to translate something to your native language
Actual results:
User is not able to enter translations for any language, have to send a request
to join a language team, then wait.
Expected results:
User is able to enter not-accepted translations for any language, which would
be queued for review by a user with higher permissions for that language.
Additional info:
The submitted translations would act as part of the user's 'application' to
join a language team, giving language team coordinators some evidence of their
ability to translate that language.
Alternatively, this would fit well with a reputation based approach to
translation permissions.
