Description of problem:
Zanata aims to be a platform for community translation, but the current
approach to translation permissions provides an obstacle to small-volume
contributors and new users. The top-down assignment of permissions by admins to
language team coordinators and by team coordinators to translators is not a
good fit for a merit-based community

Proposed solution:
Add a reputation score that is calculated based on total count of approved
translations, rejected translations, translations the user has reviewed, and
any other relevant measures. The score should reflect both the quality and the
volume of translations the user has submitted.

This would depend on new users being able to submit proposed translations for
any language (see https://bugzilla.redhat.com/show_bug.cgi?id=919253).

 - When translations are reviewed and accepted, they will increase the user's
'reputation' for that language.
 - Rejected translations would reduce the user's reputation, but they would
have an opportunity to fix the translations and submit again.
 - As the user gains reputation for a language, they automatically gain extra
permissions for that language.

A reputation system could run concurrently with the current language-team
permission system, or could completely replace the language team model for
translation permissions. Restrictions based on roles/group membership would
still be possible for non-language factors (e.g. restriction for Fedora
community members on Fedora projects). Language teams would still be useful for
communication, glossary management, and other things that are best managed at
the locale-group level.
