Description of problem:
The Translation Memory ang Glossary are always shown when loading a workspace,
regardless whether the persisted user options "Show Translation Suggestions" or
"Show Glossary Suggestions" are active. Options dialog correctly shows that
these should not be active. The windows show "Searching..." forever and do not
respond to user input or other events.

Steps to Reproduce:
1. Open any document in a workspace.
2. Open "Editor Options" tab and un-check "Show Translation Suggestions" and
"Show Glossary Suggestions", then save editor options
3. Load the URL in a different tab or window
Actual results:
Translation memory and Glossary windows are shown, but indicate that they are
"Searching..." forever and are not responsive to any input. The editor options
correctly show that these should be turned off.
Expected results:
TM and Glossary panels are not shown when loading a workspace unless they are
active in the persisted options. Options and display state should always agree.
