Some issues:

1. How should the non-translatable be represented in pot/po format?
   a. Special flag, or 
   b. Copy the msgid to msgstr, or
   c. Skip the non-translatable.

2. How should the client push the non-translatable, specifically:
  If msgstr is different to msgid, should we stop and show error message when
pushing or uploading? 


3. What's expected after turning on "non-translatable"? 
   a. Wipe out existing translation.
   b. Hide the source and translation

4. What's expected after turning off "non-translatable"? 
   a. Clear the translation
   b. Copy source to translation
   b. Show the source and translation


I am also not sure it is appropriate for a translator  to say that "this string
does not need to be translated in any language."
Names, proper nouns, places can all be translated, and is normally be
translated if they are popular.
