Personally, I prefer the the first solution, it is simpler, and make sense.

About 2nd, we need to think carefully about Copy Trans, TM, client exclusion
rules ... and so on.

The server probably still need to keep empty source text, especially for
properties file pull/download. We just need to hide them from translators.
