Indeed, the region code should only be included when there is a difference for
the same language in different regions that affects the translation. Even a
small language like Swedish is spoken in more than one country (Sweden and
Finland). The LOCALE I use is, since I live in Sweden, sv_SE.utf8. But when I
CREATE A TRANSLATION, I've yet to encounter a case where I feel I would like to
have different translations for sv_SE and sv_FI. Both the locales sv_SE.utf8
and sv_FI.utf8 should be able to use the same message catalog, named "sv".
