Description of problem:
If a html file contains only a "<", then Zanata will report "No Content" but
will still allow opening and translation of that lone "<"
It appears that a file can have "Messages" without source words, which seems
incorrect.

Version-Release number of selected component (if applicable):
dev

How reproducible:
Easy always

Steps to Reproduce:
1. terminal> echo "<" > test.html
2. Sign in to zanata, go to a project, go to a project version
3. Click Source Documents, click Browse
4. Select above file, Ok, click Upload
5. Select the version, then any language, then test.html

Actual results:
Despite saying No Content, the first item is the "<" in the file and can be
translated.

Expected results:
No rows for translation

Additional info:
-Works with (seemingly) any number of <
-Sometimes attempting to reopen the file for translation shows no response to
the click
