Description of problem:
As an admin, I would like to have REST API that can create language team, so I
can write them in my setup script.

Expected results:
1. Able to accept languages in following formats:
  zh
  zh-Hant
  zh-Hant-TW
  zh-TW
2. Able to specify "enabled-by-default"
