Save as fuzzy would not fit in well with the workflow of existing translators,
since it would allow new or unregistered users to force content into the main
workflow. This would not provide enough of a barrier to prevent disruptive
individuals from having a negative impact on translators.

Translations entered by people who are not yet considered proficient in the
translation language (according to appropriate metrics in the system) should be
separate from the translations in the document. They could be displayed to
other translators as suggestions, similar to translation memory results.

We definitely need a separate state, and suggestions would need to be stored in
a separate field. There should also be systems in place to allow translators to
flag very low quality or inappropriate suggestions, and to hide suggestions
from specific users. The aim would be for low-quality or inappropriate
suggestions to cause minimal distraction to translators, while keeping the
suggestions from proficient translators as a useful resource that can help the
translator work quickly, while also providing some data about which users can
translate a particular language well.

Note that there is a bootstrapping concern for languages that do not yet have
any translators, since there would be no one to approve suggestions. There are
a few possibly solutions to this, such as:

 - grant honorary save-as-translated permission to the first several
translators for a language, which would last until some number of translators
have enough reputation to save-as-translated.
 - hire a professional translator for the language to check through the
suggestions and work with the new users until their reputation score is high
enough to save-as-translated.
