Two review points to note:

* The New Project button is gone, so at this point the only place someone can
create a project is on their Dashboard.  This does not seem correct.
lbrooker indicates there should be a [+] button in the menu bar, and/or a
Projects link in the pull-down menu.

* There's now no way to filter the list by what is active and what is read-only
(and, for admin, what is obsolete).  Is this intended?
