While many organizations have recently adopted a cloud-first strategy, a significant number of those have since pivoted to operating in an open hybrid cloud environment. 

For insurance organizations, adopting a hybrid cloud strategy was largely because moving all operational data to the public cloud environments was impossible due to  strict regulatory requirements and legal data privacy concerns.

Insurers hold a vast amount of proprietary, personally identifiable data. In addition to basic financial data, insurers need to have sensitive information about policyholders so they can accurately assess risk. Consequently, insurance organizations were understandably hesitant to migrate all their data into the public cloud. 

Adopting an open hybrid cloud environment offers a pragmatic path forward. It allows organizations to mitigate data risk by keeping sensitive workloads under direct control while selectively taking advantage of public cloud scalability—a balance that helps reduce technical debt and maintain compliance without sacrificing operational agility.

Gaining consistency across enterprise applications

Operating in a hybrid IT environment requires enterprise-grade consistency. For predictable performance, decision-making applications must receive accurate data precisely when it's needed. For intelligent models parsing complex claims, data quality must remain uniform across sources, even when specific underlying requirements vary.

Here are some examples of how data can vary and the level of precision insurers require: 

  • An insurance company must know with 100% certainty, at any exact second, whether a policyholder is alive or dead. There is absolutely zero room for lag, typos, or guesswork.
  • A policyholder’s residential ZIP code is used to determine their car insurance premium. While high data quality is ideal, operations can tolerate a 99.99% accuracy rate with minimal business impact.
  • Behavioral data reflecting lifestyle habits, such as whether children visit a swimming pool 1 or 2 times a week, is less immediately critical and can tolerate higher variability.

Despite varying levels of data criticality, the rules must remain fixed across applications. The mandate of 100% accuracy for one critical application and acceptance of 80% accuracy for others introduces reliability risks. Consistency regarding data timeliness and access requires a highly reliable middle operational layer.

Establishing consistent data quality shapes how insurance organizations serve customers, support underwriters, and provide guidance to claims processors.

Building operational resilience and avoiding vendor lock-in

Operational resilience is centered around the ability to execute fallback plans in the event of unexpected events, enabling business continuity while gaining insight into the risk factors responsible for anomalies. Comprehensive disaster recovery (DR) plans could include the maintenance of a second data center in a different region, further extending the open hybrid cloud approach.

A well-architected open hybrid cloud strategy provides strategic alternatives during operational disruptions. If one public cloud provider experiences a security breach or performance issue, workloads could be quickly migrated to another provider or transferred back to an on-site datacenter. This flexibility prevents rigid vendor lock-in, protecting both the customer experience and enterprise flexibility.

This sort of workload mobility needs a robust application platform acting as the middle layer.  Using OpenShift as a unified application platform allows you to move workloads and applications independently while retaining full functionality. It also gives organizations the control needed to integrate existing systems to improve security across diverse environments.

Automation and transparency

Security isn't just a priority during peak volume periods–it's a continuous requirement under rigid compliance rules. Ironically, IT decision makers frequently experience internal resistance when trying to protect systems while simultaneously allowing employees and policyholders to easily interact with the underlying platforms. If an environment is highly security-focused, data is essentially locked away in a vault–what we like to call, business prevention. The challenge presented is to discover the right balance between strict security and operational enablement. 

Implementing standardized IT processes, facilitated by products including Red Hat Ansible Automation Platform, helps support rigorous security protocols by making processes highly transparent. When IT operations are standardized through open source automation, the system can quickly flag anomalies or unauthorized access attempts. Preventing and flagging vulnerabilities is crucial prior to safely moving affected applications across a one hybrid cloud environment.
