However, IT organizations have old tools and are not fully virtualized. IT does not have data, open, hybrid, or other, policies for the cloud. IT doesn’t have the talent or experience to consume open source: the engine for innovation. Developers have fully deployed applications to production in a public cloud, and public cloud spending is impacting infrastructure budgets.
