OpenSource as a Foundation for State Government Public ServicesBen Hafer, VP of Sales, HHS Tony Fortenberry, Public Sector Strategy, Red Hat, Abstract: In 2015, California pivoted the Child Welfare Digital Services (CWDS) initiative to focus on agile methodology, devops, human centered design, and open source software. CWDS was the first California state project to attempt cloud-native application development including a container-based CI/CD devops pipeline. The scale of changes to culture, process and technology were immense, including modernization of procurement methods, contract terms, orchestration of multiple small vendor teams, software licensing and legal considerations, and not least the shift from traditional project management to agile methodology. The project struggled against the magnitude of process changes... and floundered. The question remains: How to help public digital services programs balance between the extremes of perpetual dependence upon outsourced proprietary solutions and having to take all work in-house in a do-it-yourself (DIY) approach. The solution is for public programs to collaborate with external experts to design solutions which leverage open source technology and are cloud agnostic. Such open solutions lend themselves to rapid cloud-native development, can be deployed to hybrid-cloud environments, and are more easily shared with other organizations. Tony and Ben led the CWDS initiative, and believe open solutions combined with a new generation of technical partnerships is the best way to amplify limited government budgets to develop a larger number of solutions, accelerate implementation, and expand the community of contributing partners. |

Although patient privacy should be paramount, there should be a more streamlined process for treatment providers and the health department to collaborate with law enforcement. Current initiatives of data sharing still lack proper access to the same information. This discussion will focus on improving the collection, access, sharing, and analysis of data to develop better responses to the opioid epidemic. This solution illustrates the benefits of robust data sharing between public health and public safety partners, identifies the challenges to building these data systems and how these successful programs can be implemented in other communities. |

Most agencies have spent the past year making infrastructure investments as they investigate how to provide the best experience to their data scientists. The sprawl of dependencies and increasing dependencies seem hard to wrangle. At Red Hat, we have partnered with HPE and NVIDIA to create architectures for data science that help infrastructure architects stay one step ahead of their customer's requirements without limiting the science teams' ability to innovate. Fundamental and unique in this story is the ability to allow data scientists to effortlessly field deploy software to edge sites. Training Cyber Warfighters to Succeed in BattleErnest McCaleb, Fellow and Executive Technical Director for ManTech International Corporation Adam Clater, North America Public Sector Chief Architect, Red Hat, Abstract: The Persistent Cyber Training Environment (PCTE) mandated to support the United States Cyber Command by providing our Nation's Cyber Warfighters an operationally realistic environment to train at the individuals, team, and force level. The Government’s concept (as Lead Integrator) is to bring best of breed applications and approaches. Thus Cyber Innovation Challenges are conducted that allow companies to bring techniques and/or applications via white paper and demonstration. Once selected by the Government, the companies incorporate themselves into the sprint process. ManTech was selected based on our demonstration that focused on scale and a next-generation Learning Management System. ManTech has a long, rich, and deep history regarding Cyber Training environments. The history dates back to 2010 with the development of DISA's Cyber Security Range. Subsequently, ManTech developed Cyber Training environments for the Marine Corp, Army National Guard, and Royal Saudi Air Force. ManTech's own Advanced Cyber Range Environment (ACRE), is offered commercially and is used by all the major banks in the United States and banks in Europe. ACER is a cloud environment that has also hosted cyber events in South Africa for African Banks. PCTE Challenges: The Government (as the lead integrator), identified quite a few must-haves within the platform, including: Protection of Intellectual Property Dependency tracking Horizontal scale provided by the platform Minimal proprietary interconnects between applications The onboarded applications must be a micro-service or behave as such The Government embraced other characteristics of Red Hat to include: · Red Hat is at the forefront of open source accreditation efforts · Red Hat has managed solutions across Azure, AWS, IBM Cloud et al. · Red Hat can be self-managed (on-prem) The Government selected ManTech and Red Hat to address the challenges and deliver a world class training environment. |

Earmarked by the manufacturer as legacy and no longer supported, the current API management system offered limited support of modern API security and access control, and no support for the developer portal, version control, API monetization, or billing. The Exchange determined it was time to modernize and select a new product. Deloitte has been working with the Exchange as a systems integrator since 2012, so the organization trusted Deloitte to manage the evaluation process and make valuable recommendations on how to resolve the challenges they were facing. Together with exchange, we evaluated several platforms with a focus on IT modernization. Ultimately, the Exchange wanted a new platform that would give them flexibility and performance while reducing costs and increasing efficiency. |
