Adaptation sparks innovation.

The Red Hat Government Symposium Virtual Experience 2020 is a one-day conference that brings together IT leaders from federal, state, and local agencies, as well as industry partners and Red Hat experts.  The event will include keynotes, fireside chats, panel discussions, and ‘ask the experts’ sessions, featuring some of the most compelling, collaborative, and transformational projects in government. They will shed light on how innovations in open source provide the flexibility needed to meet increased demands and adapt to changing environments.

This event marks our 11th annual Red Hat Government Symposium. While we aren’t able to connect in person this year, we’re excited to host this year’s event as an interactive virtual experience. We'll show that innovation and adaptation go hand-in-hand.

Biography:  Mr. John Sherman is a career member of the Senior Intelligence Service, and currently serves as the Principal Deputy, Department of Defense Chief Information Officer (DoD CIO). In this capacity, Mr. Sherman assists the DoD CIO as the primary advisor to the Secretary of Defense for Information Management / Information Technology (IT) and Information Assurance, as well as non-intelligence space systems; critical satellite communications, navigation, and timing programs; spectrum; and telecommunications. Previously, Mr. Sherman was appointed by the President to serve as the Chief Information Officer (CIO) of the Intelligence Community (IC) and was sworn into this role by the Principal Deputy Director of National Intelligence on September 11, 2017. In this capacity, he was responsible for leading the ongoing modernization efforts with the IC Information Technology Enterprise (IC ITE), and other areas of the overall IC Information Environment, as well as ensuring the security and protection of the IC’s IT systems. Prior to his appointment, Mr. Sherman served as the Deputy Director of CIA’s Open Source Enterprise (OSE), where he helped to lead the transformation of Open Source Intelligence, leveraging new technologies and interagency partnerships to enhance the growing OSE mission. He previously served in several senior executive positions at NGA, dealing with analysis, collection, homeland security, organizational strategy, and international affairs. Earlier, he served as the Principal Deputy National Intelligence Officer for Military Issues on the National Intelligence Council, and as a White House Situation Room duty officer. Mr. Sherman began his IC career in 1997 as a CIA imagery analyst assigned to the former National Imagery and Mapping Agency, now known as NGA. Mr. Sherman is a 1992 Distinguished Military Graduate of Texas A&M University where he commanded the Corps of Cadets and received a Bachelor of Arts degree in History, and he also earned a Master’s degree in Public Administration from the University of Houston. Following graduation from Texas A&M, he served as a US Army Air Defense officer in the 24th Infantry Division. He is graduate of the Department of Defense CAPSTONE course, ODNI’s "Leading the IC" course, and the CIA Director’s Seminar. He has been awarded the Meritorious Presidential Rank, the DIA Director’s Award, the Intelligence Medal of Merit, NGA’s Meritorious Civilian Service Medal, and Canada’s Chief of Defense Intelligence Medallion.

Biography:  Mr. Paul B. Puckett III was appointed to the Senior Executive Service and assumed his duties as the Director of the Enterprise Cloud Management Office at the Headquarters, Department of the Army, Chief Information Officer (CIO)/G-6 in November 2019.  As the Enterprise Cloud Management Office Director, Mr. Puckett serves as the principal advisor to the CIO/G-6 and other Senior Army Leaders on the Army's Cloud strategy. He is responsible for assisting in the development of strategy, use, and optimization of Cloud resources, including the areas of cybersecurity, data protection, commercial capabilities, and ensuring network support to the current and future Army force. He will also develop Armywide planning and assist with execution of Cloud planning, migration, operation, and incorporation of advanced services and capabilities across the Army’s four information mission areas of Artificial Intelligence, Machine Learning, Data Analytics, and Data Protection.  Just prior to joining the Senior Executive Service, Mr. Puckett was the Federal Chief Technology Officer at a cloud native services provider where he focused on advising Department of Defense and other Federal Agencies on how to enhance their mission effectiveness through the adoption of leading-edge open source technology and modern software automation capabilities.  Prior to that experience, Mr. Puckett performed in a number of roles as a civil servant with the National Geospatial-Intelligence Agency (NGA). As the NGA’s cloud integration lead, he helped design, build and accredit the agency’s Unclassified Cloud environment. He was the advisor to senior leadership for technical enhancements and agency priorities related to infrastructure and application modernization, and led the agency in developing an enhanced ability to accept and deploy new applications and services, while simultaneously incorporating high levels of security.  Before his service with NGA, Mr. Puckett again was in a support role with private industry, providing lead engineering expertise for servers and network systems, and systems administrator training for the Joint IED Defeat Office, the Pentagon Force Protection Agency, the Office of the Secretary of Defense, and the Department of State.  Mr. Puckett holds a Bachelor of Science in Computer Management Information Systems from Liberty University, Lynchburg, Virginia, and a Master of Science in Systems Engineering from the George Washington University, Washington, D.C.

Biography: Jed Hickman is the Acting Director of the Securities and Exchange Commission’s EDGAR Business Office. He has served as Deputy Director since September 2018. Mr. Hickman was named the Acting Director, EDGAR Business Office in April 2019 with business ownership of the EDGAR system.
Mr. Hickman joined the SEC in January 2014 as Branch Chief for the Office of Information Technology’s Application Management branch, with responsibility for EDGAR system operations.
Prior to joining the SEC, Mr. Hickman spent 16 years working throughout software development, IT infrastructure engineering, IT operations, and IT project and program management, across Public and Private Industries.
Mr. Hickman received his bachelor’s degree from the University of Missouri.

Biography: Thought leader. Technology disruptor. Innovator. Experienced in solving problems from bare metal to cloud. Steeped deeply in agile methods and development. Track record of success as a change agent in highly regulated industries. Ken Kato is an entrepreneur, platform/cloud architect, change agent, and innovator; with a wide range of experience across highly regulated industries from finance, to healthcare, to defense. Most recently as a founding member of Kessel Run, Ken disrupted USAF’s technology. Working alongside industry innovators Pivotal to provide a cloud platform and help begin their cloud native journey. Spending a career working at the bleeding edge; Ken continues to iterate on concepts with a focus lately on IoT sensor data aggregation and predictive analysis, security across software and platform lifecycle, edge computing at the extremes of information availability. Evincing a passion to keep pursuing ideas from when the ideas are theory before technology is available until they are matured as an innovation. Technology alone can’t solve complex problems and with that in mind, Ken thinks of what the future landscape may look like. Between experience and data, Ken predicts how decisions made today will be survivable for years ahead and strives to develop a sustainable strategy for organizational growth.

Biography: Ijeoma Genevieve Mbamalu is the Assistant Deputy Commissioner of Technology for the Department of Homeless Services, a subsidiary of The Department of Social Services in the City of New York.   Ms. Mbamalu is a capable, proven, and charismatic Technology Leader with 10 + years as a Data Science professional. She is currently a C level leader, commanding a variety of data and analytics efforts as well as technology development, design and implementation for a mission critical agency in one of the world’s largest metropolis.  Her astonishing rise to leadership has placed her in the trenches on myriad technological advancements and innovations that directly impact government’s delivery of mission-critical services for hundreds of thousands of extremely vulnerable citizens. Ms. Mbamalu has stood shoulder to shoulder with some of the nation’s most innovative minds, conceptualized groundbreaking digital solutions and brought them to fruition.  Her work related to technology is tangible and provides a measured track record of her accomplishments and capabilities. Her story provides the realization of the principles and perspective that we all aspire to affirm in our world today. A first generation American citizen and a woman of African heritage, who has worked her way up from an entry level data scientist to a design and analytics technology executive at the helm of multi-million dollar office, enlisting hundreds of technologists for a multi-billion dollar agency in a world renowned urban hub.  A "hidden figure" in one of the most consequential sectors of today, Ms. Mbamalu is an example of women’s achievement in what is still a male dominated field.

Biography: Paul Smith is Senior Vice President and General Manager of the public sector for North America at Red Hat. In this role, he leads the company’s government business unit, overseeing sales, marketing, consulting, channels, and strategic planning. He has more than 30 years of experience marketing key technologies to the government marketplace.   Prior to joining Red Hat, Smith was Vice President of operations for Veritas Technologies, where he helped the business unit become the fastest-growing vertical within the company in his five years there. He has also run sales for Netscape Communications’ state and local organization nationwide, as well as sales organizations at Oracle responsible for the public sector and defense.

Biography:  Matt Hicks is Executive Vice President of Products and Technologies at Red Hat. In this role, he is responsible for product engineering for much of the company’s portfolio, including Red Hat® OpenShift® and Red Hat Enterprise Linux®. He is one of the founding members of the OpenShift team and has been on the forefront of cloud computing ever since.   Prior to joining Red Hat 14 years ago, Hicks served in various roles spanning computer engineering, IT, and consulting. He has worked with Linux and open source for more than 20 years, and his breadth of experience has helped him solve customer and business problems across all areas of IT.

Biography: David Egts is the Chief Technologist of Red Hat’s North America Public Sector organization where he directs a global team of technical experts and field product management to help government clients improve service delivery the open source way. The Office of Chief Technologist, which he leads, adds value to flagship Red Hat technologies such as Red Hat Enterprise Linux, OpenShift, and Linux containers. His team helps Red Hat achieve ideal product-market fit by ensuring current and future government requirements are factored into existing products and R&D efforts with a focus on security, compliance, standards, efficiency, and technological improvements. The government readiness activities performed by his team positively impacts public and private sector organizations in the US and internationally with a particular focus on Australia, Canada, Japan, and the UK.

Biography:  Paul A. Matteucci is a Partner within Attain’s Federal Services division. He is responsible for managing and growing the firm’s Federal Financial practice. Mr. Matteucci brings more than 15 years of service and support to Federal Agencies and over 20 years of expertise implementing Enterprise COTS, including ERP, Business Intelligence, and CRM solutions. He has been recognized as a leader in using enterprise COTS software as a lever for Federal Agency transformation. Prior to joining Attain, Mr. Matteucci was an Account Executive and Client Partner for SAP Public Services, where he focused on modernization of legacy ERP and Business Intelligence systems for various Federal clients. Previously, he was a Director at Hitachi Consulting, leading strategic wins in ERP modernization and Business Intelligence at Federal Civilian Agencies and commercial clients. In 2002, Matteucci was named the Chief Information Officer (CIO), Office of the Secretary of Defense / Reserve Affairs (OSD/RA), Employer Support for Guard and Reserve (ESGR), where he was a key part of an agency modernization. Mr. Matteucci holds a bachelor’s degree from University of Missouri, and PMP and CISSP certifications.

Biography: Nancy Bohannan has over 30+ years of in-depth management, technical, and sales experience holding a variety of Executive roles. Her experience includes 3 years at IBM covering the Federal and State; Local Government; Education (SLED) in multiple roles, a 15 year career at Microsoft in positions such as Joint DoD Sales, General Manager Public Sector Services, General Manager North America National Sales and Strategy, Vice President Microsoft North America Sales, and Vice President Global Services Sales. She also had a long tenure as a system integrator at Hughes Aircraft working in the satellite command and control classified world. In addition to IBM, Microsoft, and Hughes, she spent a few years at a start-up, Blueprint Technologies, and ran her own sales consulting business.
Nancy’s focus is making customers and partners successful. She has a passion around developing solutions that exceed customers objectives, driving digital transformation, and delighting end customers. She has a proven track record of exceeding financial goals, such as growing a Public Sector business from $190m to $390m and a National business from $1.2b to $2.2b. More importantly, she prides herself in high customer and partner satisfaction which accompanied the growth of these businesses.
Her strength is her diverse background that includes hands-on technical roles, technical management, large program project management, business development (commercial, Public Sector, and international) and senior sales leadership positions. She has worked in the enterprise and mid-markets teaming with the channel to grow businesses. She received her BA in Mathematics/Computer Science from Stephens College and a MA inManagement Information Systems at George Washington University.

Biography: Carolyn Ortega, PhD currently serves as the Chief Officer of Enterprise Applications within the Metropolitan Transportation Authority. Through her tenure at the MTA, Carolyn’s role largely focuses on transforming a large organization of developers from older waterfall project centric development to agile product teams. Forging a new direction of application modernization through agile product development, human centered design, DevOps, cloud adoption, API modernization, server-less functions and a container/micro services-based approach to development.  Carolyn is a Senior Executive Leader, Strategic Planner, Coach and Innovator. She has over 20 years of Project, Program, Production, Operational, IT Strategy, Financial and Software Engineering Management experience. She has a PhD in Computer Science and holds several certifications in ITIL, COBIT, TOGAF, Agile Development, AWS and Azure. She is also the author of several publications in Service Oriented Architecture.   Carolyn is strongly committed and continues her journey and passion in developing and creating new technological advances within the MTA.

Biography: Susie Adams is the Chief Technology Officer for Microsoft’s Federal Government business and brings with her over 30 years of IT experience.  Susie joined Microsoft in 1999 and has held several leadership positions in Microsoft including the Director of the Microsoft Reston Virginia Technology Center and most recently the CTO of the Federal Civilian Business. Prior to joining Microsoft, she spent 16 years in the consulting arena working with customers in both the commercial and government sectors.  She held a variety of management and leadership roles including practice manager, systems analyst and software developer.   Susie was named as a Fed100 award winner in 2011 and has authored several books on the topics of software integration and web development.   Susie is a graduate of George Mason University where she received a BS in Information Systems.

Biography: Shane McNamee M.D. is a Clinical Solutions Architect and a board certified Physical Medicine & Rehabilitation Physician (PM&R) and currently serves as the Chief Medical Information Officer (CMIO) at Perspecta.  Dr. McNamee also serves as the CMIO for the OMG sponsored BPM+ Health Community. He is passionately dedicated to designing, building, and delivering tools that improve healthcare delivery across the Federal and Commercial landscape. He is a proponent of the next generation of Health IT that democratizes healthcare data & knowledge using open standards to drive better population health analytics for various use cases. His areas of expertise include health data interoperability, drug & vaccine adverse events, near real-time monitoring (e.g. quality, risk, etc.), and process re-engineering to reduce improve the current state of healthcare and IT.  Prior to joining Perspecta, Dr. McNamee served in the Department of Veterans Affairs in a variety of roles. He has spent years supporting the physical and psychological issues of severely combat-wounded and combat-exposed veterans. As a polytrauma rehabilitation physician, he specializes in the recovery of those with traumatic brain injury (TBI) and complex combat wounds. He led VA and DoD data interoperability success in the Joint Legacy Viewer, helping to connect patient information across the federal landscape. He is published in the fields of TBI, complex neurologic injuries, post-combat care, and polytrauma.  Dr. McNamee graduated as a Presidential Scholar from the Medical College of Ohio and completed residency in Physical Medicine & Rehabilitation at the Virginia Commonwealth University.

Biography: For two decades, Ben Cushing has been a leader in emerging technology solutions across multiple industries and is committed to radical innovation in healthcare. Before joining Red Hat, he served as the Chief Technology Officer for MDLogix, a behavioral health IT firm supporting Johns Hopkins Medicine. There he architected and brought to market a behavioural health cloud platform for use with employer, healthcare, and education markets. In addition to supporting analytics and operations at the National Institutes of Health for 6 years, Cushing had the opportunity to practice a scaled agile framework with Accenture where he led the technical architecture and design for the Department of Veterans Affairs’ (VA) Electronic Health Management Platform, an industry leading Health Management and Care Coordination platform serving 9 million patients. His tenure at Accenture began with the acquisition of Agilex, where he designed LSI solutions, developed systems to automate the Post-9/11 GI bill, and supported in-theater data collection and analytics tools. While at Agilex, Ben architected and led the development of a mobile Software Development Kit, still in use today by the VA to produce more than 60 applications.

Biography: Charlene Mowery is a senior executive and visionary leader who offers significant experience in governance, strategic growth, business operations, and transformational technology adoption.  Charlene serves as Director of Strategic Initiatives at Red Hat, the world's leading provider of enterprise open source solutions for digital transformation. In this role, she leads innovative approaches using DevSecOps, hybrid cloud, and automation to improve customer efficiency in enterprise networks. Charlene also serves as the Co-Chair of the  Virginia Innovation and Technology Council and as an executive member on the AFCEA International Cybersecurity Committee. Charlene is a regular contributor to a variety of industry groups and volunteers in mentoring veterans through eMentor. Prior to joining Red Hat, Charlene led cybersecurity business as a Vice President at Ultra Group (LSE: ULE), and before transitioning to industry, Charlene served as a senior officer in the U.S. Navy. Charlene holds a B.S. in engineering from the U.S. Naval Academy and a M.S. in engineering from Stanford University. She is a registered Professional Engineer in Virginia and is internationally accredited as a Certified Information Systems Security Professional (CISSP) and a Certified Information Security Manager (CISM).

Biography: Mike Battles is a software architect focused on solving large-scale business problems using modern technology. By thoroughly investigating a client's true problem, Battles discovers solutions that address the true requirements and actual challenges. Battles is a leader in several paradigms including business automation, enterprise integration and PaaS. Battles is a "DevOps" purist going beyond deployment automation to consider the political and organizational challenges that a company faces. For the SEC, Battles served as the lead architect supporting Attain with the migration of EDGAR onto JBoss EAP and JBoss Operations Network. Battles also served as the lead architect on the Affordable Care Act supporting multiple Red Hat Consulting engagements. In addition to ACA, Battles has worked with numerous other civilian and commercial clients. Another highlight was Battles' delivery on a pilot engagement in Australia to demonstrate the viability of professional services in that region and helped establish Red Hat Consulting within APAC.

Colonel Saxon education includes a MS in Government Information Leadership, w/CIO concentration; and a BBA in Management.  Additionally, Bobby was the AFCEA Distinguished Graduate from the National Defense University CIO Leadership Development Program. Colonel Saxon is the recipient of the 2019 FCW Fed 100 award, FedScoop 50 Federal Leadership Award, and the CIO Magazine "Ones to Watch" Award.  His military recognition includes the Legion of Merit, Bronze Star, Combat Action Badge, and Airborne and Air Assault wings.

Biography:  Dr. Ryan Vega serves as the Executive Director for the Office of Innovation Ecosystem, within the Office of Discovery, Education & Affiliate Networks (DEAN), Veterans Health Administration (VHA), effective January 2019. The VHA Office of Innovation Ecosystem (IE) serves as the catalyst for enabling the discovery and spread of mission-driven health care innovation, to advance clinical care delivery and service that exceeds expectations, restores hope, and builds trust within the Veteran community.  Dr. Vega’s leadership of the VHA Office of Innovation Ecosystem, includes the oversight of five primary portfolios. (1) VHA Innovators Network, (2) The Diffusion of Excellence, (3) VHA Innovation Community, (4) Care & Transformational Initiatives, and lastly, (5) the Dept. of Veterans Affairs’ collaboration with some of Silicon Valley’s leading technology players to introduce scalable emerging health care solutions for Veterans. VHA IE currently impacts over 1M Veterans, contributing to over $40M in cost avoidance for the Dept. of Veterans Affairs.  Prior to his current position, Dr. Vega held an appointment as an Academic Hospitalist for the Richmond, VA Medical  Center (Hunter Holmes McGuire), and Assistant Professor of Medicine at the Virginia Commonwealth University,  School of Medicine. He also served as the Chief of Quality at the Richmond VAMC, and the Director of the VA Diffusion  of Excellence initiative. With eight years of clinical training and experience, Dr. Vega is board certified in Internal  Medicine. His experience and expertise include research and practice in the areas of health informatics, clinical  quality improvement, patient safety, and clinical innovation and implementation. His partnerships extend to work  with VA clinical and non-clinical leaders across the health care system, including non-VA external stakeholders across the nation. In October 2018, Dr. Vega was appointed as the Chair of the National Quality, Safety, and Value  Council, Electronic Health Record Modernization (EHRM). The modernization of the VA electronic health record is  one of Secretary Robert Wilkie’s top four agency priorities.  Dr. Vega is a recipient of the Washington Executive Pinnacle Award, 2018 IT Innovator of the Year, as well as the  2018 Federal Health IT Innovation Award, Veterans Health Administration. His current memberships include the  Quality Enhancement Research Initiative (QUERI) Strategic Advisory Board, VHA; VA Patient Experience Senior  Leader Advisory Board, VHA; MIT Catalyst Independent Advisory Panel, Massachusetts Institute of Technology,  amongst others.

Biography: Gretchen Stewart is the Chief Data Scientist working closely with Intel’s Ecosystem of software, hardware and partner vendors in developing solutions and programs focused on the convergence of high-performance computing and data analytics.  In building this data analytics/ AI/ ML practice within Intel she is working closely with federal and state government, research institutions, universities, energy and advanced manufacturing customers.  In enhancing Intel’s ecosystem with these AI solutions and programs, she is working with disruptors, start-up and mainstream software vendors to ensure governments, educational institutions and enterprise customers advance the future of research, have competitive advantages, build smarter cities and provided enhanced services to citizens.    She has over 15 years’ experience in the Federal sector. Her last position prior to joining Intel was successfully leading the world-wide cross organization team as the Account General Manager for the US Air Force, working closely with AFWA, AFRL and USAF senior leadership to ensure support of the mission.  Her extensive knowledge of and leadership experience with product life cycle development and bringing new products to market from conception to sales delivery ensured products were delivered on time and under budget.  She has lead, motivated and managed server sales team that continually meet or exceeded their sales revenue targets.   She has over 25 years of experience in product development, product management, marketing, sales, business development and quality assurance.  Prior to joining HP, Gretchen worked for America International Group (AIG) leading their next generation data base design program that saved over $15M dollars in the first 6 months. She holds a Bachelor’s degree in mathematics from Wells College and an MBA degree from University of New Hampshire System, along with leadership and branding certifications from Harvard and Dartmouth. She completed a 9 months data analytics certification jointly developed by Harvard Business School, Harvard School of Engineering and Applied Sciences and Harvard Faculty of Arts and Science in June 2019. Outside of work, Gretchen is active in mentoring young women starting their careers through Women’s Unlimited in Boston, volunteers locally monitoring water quality, was past Treasurer of the Hanscom Representatives Association.  She was co-chair and emcee of the New Horizon AFCEA event in March 2019.  Her President term of the Lexington-Concord, greater Boston AFCEA chapter just ended, and she is representing industry on the AFCEA International Board striving to promote STEM programs and dialogue with government, industry and academia.
